Bush receiving any votes at all was a function of voter apathy and a media that values "likability" over intelligence and the actual issues. In all actuality, Bush was not really elected, he was appointed to the Presidency by ultra-conservative Supreme Court justices who decided, by a 5-4 margin, to not allow a lawful recount of the votes cast in Florida. In the state of Florida, approximately 90,000 votes by African American voters were disallowed (with the reasoning that these were convicted felons - when in fact they were not). Gore generally carried the African American vote by a ratio of 9 to 1. Gore lost Florida by a few thousand votes. You do the math.
